Helm v4 Compatibility for Dapr Component Deployment

Fixed an issue where Dapr Component resources could fail schema validation during install or upgrade with Helm v4 because the scopes field was rendered in the wrong position in the Helm chart templates. Dapr component scoping is now applied in the correct location, allowing Helm v4 server-side apply to accept the resources as intended. (#2909)
